you are testing as if you have 249 delete,for standard you would have to remove the vac pipe as this has no pressure it is a switched vacuum to open the valve

i just got the 710n, kaysers. should i install it with the little nipples facing UP? or should i install it with the nipples facing towards the center of the engine? O.o

Those xs power valves are trash. It’s a Chinese made forge splitter clone. If you want that style spend your money on the forge splitter. That style requires very tight CNC tolerances. You’re not getting that for 50 bucks from China
