I’d argue this if we’re going off sheer physical power, Raiden has to easily be one of the stronger humans. He fought TOE TO TOE WITH SHIVA THE DESTROYER. He put Shiva through the test and nearly killed him. Shiva is a fucking beast mind you. Plus his entire volume was basically just making him capable of using his supernatural muscles to their fullest meaning his godly power was his natural power aswell. Saying he is physically weaker than Lu Bu, Sasaki, Qin Shi Huang, and Tesla is insane. They have better abilities than him sure but you directly scaled Jack down saying he only beat Heracles through his tactics and planning which can be considered battle IQ and hacks.
