I tried to build Runo once, I found it kinda slow to set up, but I'm really tempted to build Marvo and get out the ol' sea creature set for him

I think you can make a budget version with just scroll rack and sensei's divining top as the most expensive cards in the list. But you can lose those too i guess if also out of budget, and just run some of the cheaper top deck manipulation he listed, and look into some others, such as Soothsaying from mercadian masques, and some cheaper tutors to help you find the ones you decided on to give you some consistency. Then just fill the deck with whatver big mana goodies you have in your bulk binder.

Don’t forget when villis is out and you cast things with citadel you draw that many cards too
