maybe it was mettaton? He has three forms and can transform at anytime. His EX form as a sweet smile, and he definitely wants your soul. I mean he tries to kill you more than 3 times. He has a lot of money because he is a movie star, and he even said, “I was the one who hired everyone to kill you” and that’s why I think it’s him. :3
I still think it's Flowey. Flowey knows you have the ability to reset, so it doesn't matter if you get killed. We don't know that taking all 7 souls was his plan from the start, maybe he's mad that you are overriding his ability to reset. He likes messing with the timelines (even if its gotten boring) and might just want to see what Frisk/Chara does. Maybe he knew you'd win and wanted to test if you'd kill Muffet. Maybe he just doesn't like spiders. Before anyone says it's Mettaton: His new body had never been seen before, so there's no way he was able to transform. He'd been pestering Alphys about getting his body ready for such a long time, why would he change just to change back? Why would he need to change form to hire Muffet at all? He admits to hiring the monsters in the core, but not Muffet. He didn't need to transform to hire them either. It just doesn't fit.
BTW I think it was mettaton. here's why: lots of money - he is the only TV star in the underground motive - he wants to go to the surface and become a star THERE transformation - his ex form to interest muffet, then going back to his normal one since mettaton ex is energy inefficient. smile - IT'S METTATON EX!

Before Mettaton admits it later on, I really thought it was Flowey because getting our soul and then not paying Muffet would just be just the kind of jerk move he would pull.
I always thought that it was Mettaton in a Pacifist or Neutral Route and Alphys in a Genocide Route. Here's why. Just before fighting Mettaton EX, one of the lines of dialogue when he's in his box form, he'll say "I WAS THE ONE WHO HIRED EVERYONE TO KILL YOU!" Although he could be talking about the CORE enemies, he could also be talking about others, such as Muffet. But this is unlikely, because Mettaton doesn't have a smile in his Box Form, and I doubt he would flip his switch just to hire someone to kill us. This makes it more likely to be Flowey, or someone else. As for Alphys, when you are about to fight Muffet, she wasn't actually supposed to be there, and was supposed to evacuate with Alphys. So Muffet technically wanted to eat you up on her own, without having anyone to tell her to do so. This is because before fighting her in a No Mercy Run, I noticed a few changes in her dialogue, such as "I heard that they love to stomp on them," changes to "I heard that they hate everyone." Some other changes would be during her battle, if you haven't killed her yet that is. She will describe the person who came to like some nerd junk, and that they told her that she had to leave or else she would die. I don't exactly remember the dialogue, but it was something similar to that, and the only way I found out about this was because I was trying to do as many betrayal kills as I could in my Genocide Route (MUAHAHA). In the genocide run Muffet refers to the person that hired her as a "she" but in the pacifist run she calls them they. So it might be MTT in pacifist but I think it's Alphys in genocide
Actually, that makes sense. Alphys, by this time knows you are a danger to all monsters and she is aware that Mettaton in NEO form has very little likelihood of beating you. She may also know that Muffet is formidable, but might not care one way or the other about defending monsterkind without some financial motivation, so...yeah. Could be.
Flowey pretty much has infinite money, due to the fact he breaks the 4th wall by knowing about your power to save the game, so that probably means he can edit the save file just as much as you can... _Creepy_. So Flowey probably can add as much gold to his save as he wants, meaning he could easily give muffet as much gold as she wants. So, Flowey can get as much money as he wants, but he can't seem to kill you... So he hired muffet to kill you... *Make sense?*

Now that I think about it, it's kinda weird that Alphys doesn't warn you about Muffet or mention her at all, considering she warns you about literally everything else and Muffet is the most dangerous part of Hotland.

@1v1 Savaş Simulasyonları hmmm but how does he interact with the player then (with the exception of muffet) if he was serios about getting your soul he might not only send muffet a greedy spider to go after you for your soul. and with gaster being able to practically control time and space than why isnt there a fun value that makes you actually fight one of his followers, and even at that shouldnt his followers know that he needs your soul to be able to exist again and instead of saying different things about him. i dont think it is gaster
Um... I don't think you did that much research? Muffet is actually seen before her fight, trying to sell Spider Donuts/Ciders. And in the CORE, Mettaton literally says that he hired monsters to kill Frisk.
Chara could be a suspect too, though. I don’t really know why they would need your soul, but they’re ALWAYS smiling, they probably have tons of gold because they have presumably done genocide multiple times, plus there’s a good chance they can transform since they are basically A GOD
It's possible that the monsters are actually much taller than we think. Pyrogothnerd on tumblr talked about that a bit more detailed. So I think Sans might be taller than many of us. x3

Edit: Just to clarify, Chara has what yo would call a “Sweet Smile” and I may remind you, can change their face and contort it, they also want our soul, you can find this out in the true genocide run. It is mettaton, for he was in his ex form when talking to muffet which would explain the 'great smile'. He changed shape right before he left her area to keep his ex form hidden from others, which explains the changing form bit. Why he used his ex form with muffet was simply because he didn't want her to recognize him and put down his deal.

If you look at a genocide run of Muffet where they play along and don kill her until the end, you'll see that instead of the usual description, she says that the person who hired her was a huge nerd. She wouldn't give two different descriptions of the same person, would she? Alphys is absolutely not the culprit. She might be the only one with rock-hard evidence against her.
Even in my first playthrough I felt like it was Mettaton. Since he tried to kill us in the lab. Which is the first place where he transformed.. Folding in his arms and leg(...) and popping out a jet thruster on his bottom side. Edit: He also has a display for a face so he could probably make a nice smile.
So tell me if I’m wrong about something I forgot or didn’t playthrough (since I only played neutral and pacifist route.) But I think of you went to muffet during your genocide route it wouldn’t make sense for flowey to want you dead. Nor Sans for the Pacifist. So my idea was that Toby put “the person had a nice smile.” To mean eithier depending on which path you took. That way we could make up our own minds on which was more plausible to us.

i think its flowey. mettaton would want lights, cameras, and action while we die, not for our body to silently be turned into a pie. flowey just wants us dead. it could also be the person who donated a ton of money to the ut kickstarter to add her into the game.
Also Mettaton literally says in his fight with the EX form ‘Yes, I was the one who hired all those people to kill you!’ so i mean i think that’s reason enough

Well, when you start the last fight with mettaton (not the first phase) (before you actually get into the battle), mettaton says that he was the one who ordered everyone to kill you.
In response to you saying how Mettaton wouldn't have a reason to shape shift in front of Muffet, it can be that he was in his new EX form when he hired Muffet to kill us, then changed to his box form as the next room is where the musical is.

The reason Mettaton transform when hiring Muffet may be because he doesn't want Muffet to recognize him (before our fight with him, he always appears as the metal box)
