In my belief, you also gotta think on their morals vs. actually being evil.. cell.. had frieza's DNA and had an ego from vegeta.. he was honest.. and didn't kill immediately.. he only did the things he was made to do, and when he had the chance to kill.. he didn't.. he willingly gave multiple chances.. As for goku black zamasu, when becoming him, he had the idea purely believing he did the right thing by killing everyone he saw as a problem, which I kind of blame gohasu for that by not teaching him correctly.. he was a killer, but he wasn't evil in the way of most villians, he became more destructive taking goku's body.. a saiyan.. who loves fighting, rubbing off on him hard, changing his whole thing, making him enjoy the fight.. like cat and mouse.. with trunks.. Goku black wanted to rid the universe off of mortals. Not because he lost to goku. He whole heartedly believes that what he's doing is right, and is divine justice. Buu wanted to destroy everything for the fun of it. Frieza wants to rule the universe. Cell wants to be entertained through fighting people of equal strength. Goku black wanted to save the multiverse from universe.

Cell has the most sportsmanship of the 3 and he cares about his kids to a degree definitely the least evil. Sure he did crash out when fighting Gohan but anyone would if they were not only losing but also getting disrespected by an 11 year old

Freiza only saves people or helps goku when goku is superior to freiza or dead but when he comes back to life and becomes black freiza he's back to his wicked ways

I feel like Kid Buu falls under the ethical debate about whether it's worse to be capable of good but just choose to be evil, or to literally be incapable of doing good at all. Cell is still probably the least evil, but depending on how you see thing, Kid Bui could probably slide up and down the morality spectrum whether you factor actually agency into someone's morality

Since we’re talking perfect cell and not imperfect cell or semi-perfect cell, yes by technicality he isn’t that evil at least not as evil as Frieza. Firstly besides some terrorizing earth for a moment, the most he did was kill a army in self-defence and fought the Z-Fighter’s in a tournament 🤷 That’s literally nothing compared to Frieza enslaving entire planets and trying to rule the entire universe with his tyrannical rule. Not to mention Cell was all along just following his creator’s programming.

I think we forget how Evil Frieza is. Like the entire Namek Saga he was smokin Namekians left and right with no remorse. I remember the scene where one of the Elder Nameks said “Even if we Give you the Dragon Ball, you still won’t leave us alone” or something along those lines. Frieza legit said, you’re right, I was going to kill you anyways. Go back and watch the Namek saga and see all the Namekian’s dead bodies on the ground.

I see many people rank Goku Black/Zamasu as the least evil, but I disagree and would easily rank him as the MOST. His "good intentions" are more shallow than a piece of paper. He's not some misguided anti-villain, he's a narcissistic, omnicidal psychopath with a god complex. He outright says in some media that he's completely and utterly intoxicated with himself to the point he doesn't care. He doesn't want to *actually* purify the multiverse and make it a utopia, his vision of purity and utopia is an existence where everyone reveres him and strokes his ego. He says it himself when he fuses. "Worship me, give praise unto me; me, the beautiful, the sublime; me, the invincible, the almighty and divine. All hail Zamasu." He's also a hypocrite. His vision is pretty much "ew, you mortals are so primitive and violent. And so angry. Sure, I used a mortal body, went on an extremely violent killing spree across the universe, and used my anger as a weapon... but, like, it doesn't count when I do it because, uh... because... because I'm me, I'm just that good. Stupid mortals." And he claims to only hate mortals and wants to leave the Gods alive to thrive, but he also kills the other Gods, including the Kai and Destroyers, just to ensure that he is seen as *the* God. And as the tea clears up to show that he's pure of heart, I don't believe it means he's pure good. As far as I know, pure of heart just means pure of heart, not specifically pure GOOD. I believe he counts as pure of heart, but on the opposite side of the spectrum.

I think the reason why I think Cell is more evil than Frieza is because Cell was planning to cause havoc after the tournament. He was going to do what he wants with the entire galaxy, disregarding life. He was already doing that before when he was absorbing everyone. With Frieza, even though he valued himself more than anyone else, he still valued life. Even if it’s for his own benefit. When he killed the saiyans, it was out of fear for the super saiyan legend, not because he could. I think the reasons why people think he’s chill is because he gives off that laidback vibe, and because of DBZA. But when he is actually laidback, it’s because he thinks he’s better than you, or roasting you. He didn’t respect anyone except for Goku.

Goku black was the least evil, the motives for buu was just kill and destroy, Frieza was racist as hell, took over planets, sold them or just blew them up and only help in the tournament of power so he could go back to killing and selling planets. Cell was wanting a good fight then to just fly around blowing stuff up I guess, but he beat a child with a smile on his face and made cell juniors to beat the z fighters to death so Gohan would fight him, smiling the whole time, when he started to lose he tried to blow himself up. Goku black saw how flawed mortals were and was wanting to end mortals because they're so violent and brutal for no good reason, his heart is literally pure, he is easily the least evil.
