It's a heat sink, air is pulled through fins on a block of steel or preferably aluminum. Another student brought in a rather large wine cooler last year with this setup. I recognized it right away as I have built PCs for years. The issue with his was dust and grime built up in the fins but yours looks pretty clean. Other issues with these can be a bad fan or the block not being seated correctly. Yay! I think I finally answered one of these!
It's a thermoelectric cooler, using the peltier effect. When current is applied to the peltier junction one side gets hot, and the other gets cold. The hot side is cooled by the heatsink and the cold side cools the water. Maybe the power supply is bad or the peltier junction has a defect?
I'm in agreement with you. It is a peltier effect cooler. By the looks of it the fan is a 12vDC powered fan. If the fan is not running and and the heatsink behind it is cool to the touch then the power supply is probably not working. If the heatsink is warm to the touch then just the fan is not working.
This is the first time seeing you asking us the question how it works lol. You're very old school, this is a simple lame water cooler unit using a "peltier cooler".

I'm guessing something with the fan not running.... not sure if the fan cycles on and off and only runs when cooling is called for ???? Fuse or Fuse Link ? Does the water heater also use the evap heat pump system or is it electrical resistance heating ? Great Videos by the way.. have learned much ! Thank you Grayfurnaceman !
the fan isn't working need to replace the fan. i had the same problem.i sprayed some wd40 on it until it was able to turn... then it cooled for a time...until i really needed to replace the fan. it electronically cools the water via conduction system of the radiator behind the fan. the fan takes the heat away... thus cooling the water.. once you fixed the fan it cools the water. try replacing it with a more heavy duty brand.
