Most wires are of electrical distribution network.(A few cable lines that run over terraces, that's totally different from the wires you see across posts) Most developed countries have wires that are concealed beneath roads/underground. Just recently they have started to place, pipes and underground wire systems across many places in India. Edit: Having underground wires wasn't feasible in a big country like India, where there is a huge gap between places with reach of electricity. A few decades back my city for example wasn't completely electrically connected.( not many houses, and not all houses with electric connection). So in a developing city new houses / constructions spring up. And we need to extend the connection. This is very easy having wires overhead. Now most cities are completely occupied/population is dense, and we can move towards the next step. i.e moving them underground. In terms of price, underground wiring is costly, harder to manage/repair. Costlier investment. But they are less prone to frequent problems. More aesthetic. Suited for a developed city. Where down time means money loss .
