You can buy adult games perfectly fine, just not on Steam because they chose to be dumbasses and not implement an EU-wide system for age verification that simply requires a card reader for the end user.

It's more of the psudo-logic: If adult content exists it's a potential threath to minors... So the less mature content the smaller the probability for children to be exposed to such content... Essentially babysitting all others for their sake. It was a little better a few years after ratings had become mandatory so that mature people could actually buy such games unaltered, if they were old enough, but that changed again after a few years because it wasn't consindered strict or fail safe enough resulting in this mess were almost all games with such content can be indexed once again and publjshers or destributors not wanting to take the risk.

Just not on Steam, as Steam refuses to implement compliant age verification and instead opts to rally consumers by telling them that said content is "unavailable". It's both disgusting corporate behaviour and a bad way of implementing censorship.

@@kriskropd Parents should have been parented by their own parents. Which is probably not the (no)answer you were looking for. I imagine the chicken egg cycle would be resolved naturally through the standard legal system ie if a child breaks their neighbors window, the parent will pay the price for it, which will encourage the parent to parent so that it doesn't happen again. The point I was trying to make is that the government should focus their resources on making proper laws. From my example above, "breaking other people's windows is illegal" instead of "rocks are banned and it is illegal for children to carry them".

The thing that enables a child to be mature about reality so it doesn't have to be censored for them all the time (and more directly, when talking about fantasy and fiction). Many of these people that talk about gamers just want to validate themselves as being superior because they like doing what everyone else does and like to make fun of people who are different than them. We are all entertained by something whether it is gaming or it is watching TV for four hours straight. I am into stuff myself and through modding games I was able to understand the different mechanics that go into game making and in turn, it helped me to understand the different type of computer hardware that is out there. Gaming helped me with hand-eye coordination and help me keep my reflects well into adulthood.

A funny thing that happened to me recently: I wanted to cue a song in a discord music bot (Steel Panther - Death to all but Metal), but when I opened the music video on RU-vid, I was prompted for age verification and couldn't watch the video. For a second there I almost considered reverting to the censored version of the song for the intent, but you can't listen to censored hair metal, no way! So I decided to just try it and cued the real version in the music bot and lo and behold: The music bot played it no problem! 😂

It is easy to hate on these things, because all the important voters like hate against adult stuff, where as the small minority in favor of free adult gaming typically doesnt vote and even if they do, they are a minority. So these kinds of things are low hanging fruit. Tbf, this one is mainly on valve thou, not germany.

In my opinion the efforts of the government is almost completely a waste, doesn't really solve anything and just add more inconveniences for everyone affected by their restrictions. Valve doesn't seem to care all too much about their profit, since they don't show to care about every cent they could make from selling their game in Germany. The efforts they would have to make to follow the rules are not like... too much of an effort, it would just flaw their games I guess. But no, really, they would probably have to change the enemie's appearance, censor blood, change the dialogue a bit and make some weapons work differently, its something a small group can handle in less than a week. But what do I know, I don't speak for valve, but I dont get how you would think valve is at fault when it's their decision what they do with their own product, they are not obliged to make changes because it doesn't fit the restrictions of one country. Also it's not a violation for adults to be playing their games.

@@aexcottie7055 You throw together so many misconceptions and just plain wrong things, it's hard to know where to start. Let's start with the obvious first: Valve isn't a charity. They simply weigh the costs of implementing proper age verification versus the profits from legit (e.g. actual adults who're willing to prove their age) customers. If the estimated profits don't justify the effort, they simply stop selling the titles (e.g. the cheap way out), it's as simple as that. Now for the censorship part. I was a professional game developer in the late 90s and early 2000s and can tell you *for a fact* what the actual requirements were back then. Even back then, Valve didn't chance Hal Life because they had to - that's actually complete bullshit and uncensored versions were for sale in Germany as well. The reason for the chances was very simple and obvious: without blood and gore the game got a USK 16 rating and could be sold openly and displayed on the shelf. Simple as that. They got more sales from the USK 16 version because the uncut version couldn't be advertised freely. That's not censorship either, that's just an economic decision. And while yes, the reasoning and decisions may seem antiquated (and they were at the time and partially still are), it baffles me how much this seems to enrage kids when at the same time no one complains about hard core pornography getting the same treatment. It just goes to show were the priorities lie for some people - nudity (which is perfectly normal) and sex "boohoo! let's ban that real quick! think of the children!" - violence and gore "whoa! censorship! you're basically the 3rd reich once again!" FFS...

oh, you are absolutely allowed to do that. however the provider of mature materials must make sure that no one who is underage can get access to the same stuff, thus age verification methods. basically, the law is NOT saying you can't play/watch what you want. the law is aimed towards who is selling the material and telling them they can only sell it after they make sure the buyer is of age via a reliable verification method. that this makes it more difficult for you is merely collateral damage - still very annoying though :-)

@@clefsan Yeah but why should we """""protect""""" 13,5 Million out of 83Million citizens with a restriction that will indirectly affect me too? And even if i was underage. Through some loopholes i can get the content nevertheless. That's just a stupid restriction. I bought my first adult game (Hunie pop) when i was 14 or something, just to have some nightly fun. Underage people will always find a loophole to access stuff that parents can't monitor. I.e PH(You know what i mean) will only give you access to their site, if you show them your ID. You just need an Mature Friend/Brother/Sister or even just a chill Parent, who will share their account with you. And as long as you have the same ISP they can do nothing, because they can't tell if you are actually account sharing. The government shouldn't actively restrict content, which WILL also affect Mature people. They should explain what can happen if you consume this stuff if your brain isn't developed enough. Also you aren't even allowed to make purchases over Paysafecard (Which is the only way you can pay if you are underage. But the seller is still committing a criminal offense), because they are 18+. It's a huge problem, but why should we suffer because the Government doesn't get their stuff together and start developing proper laws. They are fighting for the prohibition of Weed for over well over 70years now, but can't have a proper law on how to control access to mature games without indirectly compromising mature people. That's just not fair.

I merely explained that the law was not aimed at the buyer but at the seller of the product - meaning that "inconveniencing" adults is a side effect and not the goal of the law. if/when steam puts a legally accepted age verification method in place, us adults can buy stuff from them as much as we want, because it is totally legal for us to buy mature stuff. and yes, those verification methods can be worked around if you are not an adult - which just shows that our venerable law makers have not quite caught up with reality yet. also, whoever said laws had to be fair? ;-)

Consider a VPN like surfshark. When you are in you can claim to join the web in Boston. Some other free VPN are available as well. It might be sufficient. Most limits are based on geolocation via DNS. A VPN easily solves THAT problem.

@@Scion141 Steam generally doesn't bother unless pushed to do anything, especially if it might cost them money. I'd guess the games don't sell significantly enough compared to the rest of their more traditional games. Not bothering is definately a move they can do if they don't think it's worth it. No problem there. It is the most disappointing move, but legit.

funny that you still can buy "Adult Games" if you a willing to jump through a few hoops. atm you can still buy any game that is on your wishlist. you can't access the store page so you need help from sites like "steamdb" go to "steamdb" > login using steam > search for the game an add it to your wishlist > go to your wishlist page in steam > klick on "add to cart" > go to your cart and pay like any other game. in the cart it says that the game is "excluded by preferences" so the new block is just messing with your shop setting in steam but you can buy it anyway. btw. you can tell by the error you a getting if this can work. if you get "This item is currently unavailable in your region" the game is listet and you can't add it to the wishlist if you get "This content is not allowed in your country." you can add and buy it. this system is flatout stupit why for example is is "HuniePop 2" blockt but "HuniePop 1" totaly fine ? ~.~ best solution if you a in germany: find a friend in austria and they gift you any game that is not on the "B list"

Huniepop 1 was released before Steam started to allow adult only games, so it had to be censored in order to be sold on steam. Huniepop 2 however, is not censored, so it would naturally be blocked.

The time gate is especially weird, since if kids want to consume something they will find a way. In German public TV for example adult only content (18+) can only be shown uncut after 11PM, which also applies to pornography. However, nudity, including full frontal was allowed over the entire day, as long as it wasn't pornographic, i.e. real sex acts ("soft porn" movies with nude simulated sex were totally fine, Germany has a history of stupid sex comedies). As a kid I just secretly watched TV at night.

Since 2017 every new german ID supports the european "eID" standard. With eID one can prove any subset of data fields on your ID to anyone on the internet. In this example Valve would send you a request that contains something along the lines of "is age greater then 18?". You would then get your ID, scan it with a smartphone that supports NFC (if your smartphone doesn't support NFC you can buy a separate scanner for 10-15€), allow Valve to check if your age is greater than 18, enter your eID PIN and you have easily verified that you are an adult without giving up any anonymity! Afaik eID is equivalent to showing your real ID by EU law. Valve would just have to implement the eID check and be done with it.

The German youth protection assumes some content is more problematic than others and thus has a special category for things they consider (potentially) 'harmful' to minors: Stuff placed on the index or legally defined pornography. It's somewhat like the difference between the ESRB M and AO rating, I think: By itself it's just 17 vs 18 years old, and let's not kid ourselves, that one year doesn't make too much of a difference by itself either. (I'm the Rigo guy mentioned in the video.)

Steam by their tos is allowed to ban your account, and if you are abusing it to get games the cheapest way possibel by abusing local conversions in low income countries, you likely will be. You remember Beate Uhse. @all That stuff really pushed the development of the internet. Some formats like JPG, GIF, MP4 are linked to that (although that was never the official reason). MP3 was for music. Some history is murky and surprising! It amuses me all the time. BTW I'm a programmer since the late 70s and I was always interested on WHY things were done that way.

As far as I know, only games which are sold on physical media can be rated by the USK. For digital only games on: Google Play Store, Nintendo eShop, Microsoft Store, PlayStation Store, Oculus Store and EA Origin (!) you can use the IARC (International Age Rating Coalition) - System. The USK trusts and checks regulary, if the rating of the IARC are conform to the USK rating. So Steam needs to pnly integrate the IARC System into their store.

im german and i had 0 problems getting uncut games / age restricted content in general before i was 18 - compared to now - back in the days i could just buy a paysafecard (no age restriction) and buy restricted content with it. but now i even had to validate im 18 on youtube via my driving license, so that i could watch restricted videos on youtube..

It likely has something to do with verification of identity/age that would make it impossible for them to do it in a practical way. That's why AO games in the US are pretty much never sold in store shelves.

Censorship has made me give up on gaming for five years. I spent less than $150 on games in...well, a long time. 5+ years easy. I'm a PS guy but I boycotted them 5 years ago...as much as possible. I had to get a few, but only after a time and during a big sale. Gaming is my only hobby. Luckily I have a lot of old games. BOYCOTT ALL CENSORSHIP! Germany and Australia are absolutely insane authoritarians. That said the rest of us are getting pretty close.

@@cronos4024 I guess I get your point why you are suggesting vote restrictions for certain ages and up, (because those people statistically won't live as long with the consequences as younger people) but it still would be discriminating. You could then also argue that severely sick people shouldn't be allowed to vote for that same reason. Or people with certain disabilities that (statistically speaking) shorten their lifespan. Gen Z probably is very interested in politics and takes their right to vote seriously but in my opinion the real problem is that many young people (Gen Y, Millenials - wait, they're not that young anymore...) are frustrated and fed up with politics and just don't bother to vote. I think it might help if people realized that it's not just their right but their responsibility to vote and that even this one vote of one single person can - and will - make a difference in the long run.

In the last 5 years political interest has drastically increased here and almost all 18-30 year old folk vote, but their votes have very little impact as the vast majority of the votes come from old people. In fact, the 60+ age group has more then double the number of votes in every election then all other age groups combined. I am not saying disabled or sick people shouldnt be able to vote anymore, I say retired people shouldnt. Because so many old people vote the same party as a habit for their whole life without doing research about them for dozens of years the ruling party in germany is basically a retirement home, slow and always 10-20 years behind all other countrys in the EU. For a video supposed to clear up things, its a bit annoying that theres so much myths, and partially outright misinformation in this video. I hate the german system, but that doesnt justify misinformation: 1. Classic games censoring. Thats because publishers for some stupid reason never tried to gain the freedom of art protection that stops movie censorship. Until recently when an indie game went for it and succeeded; thats teh reason why you suddenly have even fucking original Wolfenstein with Svastikas, Hitler and all sold in Germany. Movies like Indiana Jones had no issue showing Svastikas, because they had that protectoin, nor was gore or sex an issue for film. Im not a fan of the german laws, but this has partially be blamed on the publishers ineptitude. 2. Indexed games, even banned games, can be legally imported. 3. Games not getting a USK age rating were indexed automatically in the past, but that never applied to digital distribution, specifically steam. Hence most steam games available in Germany have never been touched by those agencies and lack a rating. 4. Otherwise, the indexing of games is completely seperate from the USK. Getting a rating doesnt protect you from the index. You also dont explain at all what "adult content" means? We have games with extreme violence, svastikas, Nazis, rape-thematics, full nudity and sex scenes on steam. This isnt a german legal classification, but something steam has made up. And considering how steam has fucked up things in the past, like with geoblocks that have no legal justification, I supposed this is yet another attempt to dodge deaing with the issue at all. Which again, the german rules are absolute dogshit, but it doesnt help to spread misinformation when often in the past, the publishers crazy levels of preemptive obedience was to be blamed, and we dont know quite whats goin on here.

In my opinion the fault is with Steam. Its so stupid that i have to enter my birthday everytime i want to look at a 18+ rated game. Why cant the Steam launcher remember my birthday and do it itself? Would be so easy. You could extend this method to a real verification with my ID so my account is flagged as a verified adult so i could access indexed (list A) games. I dont know if that is a legal possibility but it seems like a good compromise. In my opinion its good that some media is not accessible to minors. If you are a parent and you decide that your 15 yo kid can play 16+ games, you can buy it yourself for them. Thats what the USK rating is for. To give guidelines for parents and restrict access for minors without their parents consent. The same should apply to online distributors. But Valve chooses the easy way out, blames the german govermant for "big evil censorship" but in reality the adult only market is probably not profitable enough for Valve to imagine a good age verification and defend it legally.

The funny thing is if you pay with PayPal you have already proofed that you are adult, because you need a bank account for PayPal and in Germany only Adults get such a bank account. Minors can have only a special type of bank account that their parents register for them with the bank and you can't use these accounts for online payments. And Valve would need to make the age verification only once for every German account (and then store the age information in their database). A check of the personal ID card or a Schufa Information is fast, easy and reliable. This way they wouldn't need to implement this check for every sale.

The only one basically censoring is steam, as they dont wanna implement the verification, but as a private company they arent obligated to selling everything to everyone. (Only thing im curious about now os how the blocks work out with the european laws that everything must be offered to every european citizen the same)

Switch your store region to France or Austria with a random store or restaurant as the billing address, due to the nature of the EU they're very unlikely to ban you even without a VPN because a Frenchman or an Austria could work in Germany and use his account exclusively in Germany but live in France/Austria

as a german i can confirm. gaming teached me that punching and shooting people is fine. they don't die, they don't even bleed i'll never understand how anyone could've believed how this is a good idea... if anything it really tells someone that killing someone is no problem. games don't have to be realcistic but that sort of censorship doesn't do anything but actually play down violence and i can't see how that's a good thing at all lol and i'm glad that whoever's responsible for the current steam situation will never find out about other online stores. also some adult games on steam still don't seem to have been found out and i certainly won't tell them which they are

I really like the point you make, because it gives a whole new view, but I guess the reason why it's not allowed to show violence so openly is so people don't get used to seeing burning people, splattered bodies etc and get used to this as if it was _not_ disturbing and absolutely brutal. They don't want people to desensitize to this form of violence or gore. Yet the government also demands to put horrible pictures of open wounds on cigarettes to actually show how bad smoking is. I sometimes wonder what kind of people control the USK. In games they are pretty strict, but for example in a show like Made in Abyss, where a child is bleeding from all openings and some other persons are literraly melting the USK is like "Yeah, 12 year old can watch this". Another game which I noticed to be censored is Team Fortress 2. When you kill someone, there is absolutly no blood. Bodies do explode, but in small mechanical pieces like springs or gearwheels.

The dumbest thing about this ban, is that we have a government API in place for EXACTLY this use case. It takes the last few numbers of your ID, which have the date of birth encoded in them. You link that to your account once and are basically good to go indefinitely. It reveals less personal info than even a credit card. Several game clients and websites use this. Steam are just too lazy to implement it. It's frustrating as hell.

This sucks and I think the German Government is overstepping their bounds. In the US, if restrictions on indecent content to protect minors impacts an adult's ability to access said content, then it violates the first amendment according to the supreme court. So if this was the US, the German Government's attempts to restrict this content would be overruled. But I'm not a German and my opinion matters little and this impacts me a very little amount. I'd say this is a perfect opportunity for a company to start up to streamline that intensive age verification for services like steam and mindgeek like that other age verification service steam uses. Valve and mindgeek would probably invest in that. If that's possible, I'd say jump on that opportunity now, Germans. Also I like this video. informative, topical, and interesting. I would love to hear about rating systems across the world too and how they have impacted releases of games both in those countries and out.

Censorship is explicitly unconstitutional in Germany (and Japan *laughs in mosaics*), but while their constitutional court is great when it comes to customers vs. corporations etc., it's proven a-okay with everything done in the name of "protecting the children".

Pff we Germans (at least the older ones) have not only alternatives but are also experienced how to obtain legal uncensored games given that we learned that dance back then when violent games got censored. Or do you really think that we played that ridiculous censored Half Life shown in the video. I have played legal uncut Mortal Kombat and Wolfenstein games all my life despite censorship issues in my country. Now the younger generation learns to deal and circumvent censorship by trying to get uncensored porn games. Publisher will learn to deal and trick as well as they want that money. The only one that will be lose is Steam as german buyers will go elsewhere with their money and maybe switch to other sales platforms altogether.

Okay, shortcut for everyone interested because it was mentioned late in the video..... this is only about games unrated in Germany, meaning they have not been age-rated from the USK. If that IS the case however, there is no problem purchasing and playing the game. Nothing new really here in Germany..... because getting adult unrated games has always been complicated.

I'm on the valve side here - implementing strict age verification on the internet is unethical, tyrannical and a slippery slope for more goverment control over the internet. Plus it would be a bad example for goverments of other countries. People of the germany should push their tyrannical goverment back in its place, not valve. Valve's proper response would have been to very publicly announce "Germany and other countries have been asking us to censor our storefront. We would like to remind them that we are a US company and all of our agreements with both customers and publishers are subject to US jurisdiction. We are not required to follow your unethical, tyrannical, and censorious laws and shall not do so. To reinforce this fact we will be removing any and all region locks on content and treating all customers equally regardless of their physical locations. In addition we will be removing all clauses in our contracts restricting the use of VPNs to bypass region locks or government firewalls as we will not be using them any longer."

That’s not how it works for porn games. Last I checked, Nintendo has no AO games, so they don’t have to worry about meeting such government requirements. Sure, Nintendo has done an excellent job, but no one in the sex business seems to be willing to take responsibility for verifying the age of their customers.

Probably because any effective verification requires getting rid of anonymity, which is practically necessary for customers. The thing is, the only way for minors to purchase adult games is if tgey are allowed to freely spend money on it. So I don't know why a verification needs to exist: if parents are actually parenting, then how do these kids end up with access to money and the means to make digital purchases? And if a parent decides their child is responsible enough for that, how are they not responsible enough to decide if they purchase those games? I don't understand why it's necessary to have these restrictions because it seems to assume parents don't have a responsibility to not give their kids unchecked access to money.

@@dracoerrarus4834 Yeah, there are free games out there. There are also plenty of adult sites minors can visit like PH without any barrier to entry for adult media beyond just games as well. To be honest, coming from my own experience growing up, I believe parents do need to practice some restrictions on their children's internet access. I do agree that in a physical space, retailers shouldn't be selling these kinds of games to minors and it's reasonable to have restrictions on that, but it just is not feasible for online spaces. I don't think government restrictions can force these industries to implement stringent verification because I think they would utterly collapse with how important anonymity is to them. And I believe these government restrictions give a lot of people a sense of false security and allows them to justify to themselves that they do not have a responsibility to monitor their children's use of the internet. That said, we don't live in a perfect world and either way there are going to be some minors that get a hold of adult material, but that has been part of the process of maturing as well. At one point it was VHS tapes and dirty mags that kids would stumble across or seek out as a form of rebellion. It's better off if parents carry the responsibility so they can at least be ready to respond properly to their kids when this happens rather than being distraught and indignant that someone is putting their adult content online in a space that tells non adults to not enter (keeping in mind platforms like Steam and Nintendo in these cases have family features that parents can set up to very effectively control their children's access to this content if they're willing to put in the effort to do it). I think when the kids see their parents reacting like this, it's going to leave a bad impression on them.

Meanwhile on GOG you can buy ALL the Doom games without problem. Doom, Doom II, Final Doom and Doom 3 BFG edition. Even Wolfenstein 3D is finally available for germans there.

Old indexed games can be reevaluated after a couple years, but only at the specific request from the right holders. So if they just dont care about it, itll stay there. But its up to the dev/publisher to get it off there now.

This was just Koei not wanting the game to release outside Japan since DX is not in English yet. It's a standard "Japan only" release at the moment that they love doing so much. If you VPN from Japan you can load the page but no other country will work.

If you buy all your games in Austria you get a German uncut version. Also it is very easy to buy PaySafeCards under aged and buy 18+ games on Steam without any verification.
