I agree with your 2nd theory..when Kafka was fighting with Isao..he said his body was reacting weird just like when he fought kaiju no. 9 because Isao's weapon was made of kaiju no. 2..in my theory...when he was fighting with isao he was not really fighting with him..he was just Dodging his attacks...kaiju no .8 took control on kafka body because he thought he was fighting kaiju no. 2 ( because of isao's weapon) But when Kafka was fighting with hoshina he was also Dodging his attacks even tho hoshina almost killed him..but kaiju no. 8 didn't took control on his body..it was same situation as when he was fighting with isao..but Kaiju no. 8 didn't took control while fighting with hoshina..in my opinion kaiju no. 8 only wants to kill Kaijus that's why he didn't took control while fighting with hoshina... Your second theory make more sense..but there is a problem in your first theory..Kafka don't really have 0% power...his power was increased to 1% in an ep.
