Baus explained on stream why he doesnt like grudge. sion basically has cc on all abilities so the grudge slow is useless except on sion W and baus says he never starts a fight with W so thats why he dont like the item. He only goes for it if enemy is like 4 or 5 ranged and sion needs the cdr to be more a spellcaster, but vs melee enemies the crit is just better when he can get his autos off.
