This has been tested a lot in recent years. It's almost always the same result: They eat the treats when the human is out of sight - they do this even when being told not to. It's difficult to discern why that is, but it's not disobediance, because dogs probably have no abstract concept about "yours" and "mine" when nobody is physically present, to make this "no" claim on a constant basis (which, for dogs, translates to a "mine" claim by the human; dogs mostly respect this claim only as long as the person, who made this claim, is still in the room). It's like with two dogs "stealing" their respective favorite toys; while we call that "stealing", it's probably not a moral decision the dog would have made for real; he/she just doesn't care about whom the thing, that they just snagged, belongs to (the concept of ownership is not unique to humans, but there are not many beings on our planet, that see it even remotely as abstract as we do). It's just a speculation though.
