I agree to that statement. If a new OS is released, they will start with the first build. Years or months later, that's where you get the newest/latest version.

21996 was a leaked build, not a preview. I would describe the insider builds as “preview”

because in windows 11's default photo viewer app was updated and windows 10 is still using the photo viewer app 2020 version.

But Windows 10 on my PC is using Windows 11 photo viewer (it updated from Microsoft Store)

@@ivancomp_inside no i mean it got updated with integrated icloud photos but that is only features on new photo viewer app it integrated with icloud (no android photo viewer integration sad 😭) and there's no other new improvements on the new windows 11 photo viewer app.
