When concerned British officers told him that people in Bengal are dying due to hunger, he commented 'they breed like rabbits'.

Yes, but he can't be directly responsible for the famine occurring. Nor can he create a plague of locusts or make the rivers run with blood, he didn't have that sort of power. War is full of very difficult decisions and by sending troops, supplies and food to the Italian campaign in 1943 it arguably shortened WWII by months, if not years. If Hitler had remained in power for longer then millions more would have been killed.

The crop fields that were in bengal region were destroyed so that the opponents don't use them, but the local people were not given food to eat on the orders of churchill.
