On May 22, 2017, The World Affairs Council-Washington, DC hosted Ambassador Lukman Faily, former Ambassador of Iraq to the United States, for a discussion on rebuilding a country and society after conflict. Dan Grant, former Deputy Assistant to the Administrator, Office of Afghanistan and Pakistan Affairs, USAID, serves as discussant.
Violence and conflict have wreaked havoc throughout human history. Sometimes this takes the form of a civil war, ethnic conflict, or invasion from an outsider. Sometimes it is the use and abuse of power and force by the state itself on its citizens. All of these can leave deep and lasting scars, physically and mentality in both individuals and the larger society. How can countries recover from conflicts that have lasted for years or even decades? How do they rebuild trust between neighbors, government institutions, and create a civil and peaceful society?
