Quite possible, that comment wasn't clear enough. Expansion would have to be planed years down the road because they have a lot to finish already for this huge map.
Wasn't Jokkmokk the major roadbase in Sweden? That's already available, they just forgot the markers and spawn points, but you can easily add "Start from ground" spawns, already. 😉
