A joke missed by many here is that right before he goes in the bait shop, he passes a sign that says "most police per capita than any other town in the world". One of the two guys in the store is obviously John Walsh from America's Most Wanted. The other is Maury Hannigan, the host of Real Stories of the Highway Patrol. He bumps in to not one, but both hosts of the two biggest crime/police TV shows that were on at the time in this tiny bait shop.
"I'd forget my genitals if they weren't superglued between my legs... water-skiing accident." This line will random pop in my head about twice a year and make me laugh every damn time lol.

I used to watch Real Stories of the Highway Patrol all the time back when I had cable TV 15 years ago. Fox Reality Channel was the channel that aired it.
The state trooper is Maury Hannigan, a former California Highway patrolman and commissioner who was most famous for hosting Real stories of the Highway patrol.

I regret not having seen The Usual Suspects before I saw this movie. People who had must have started laughing out loud immediately at 1:15. When you see him drinking the coffee mug, he doesn't even need to finish the first sentence before you realize what's coming.
People who watched The Usual Suspects start suspecting what's coming immediately after "Buzzin Frog" around 0:19. Leslie is clearly reading things off the wall behind the man's back, and the things don't make any sense

This seems like a really stupid scene, but it's actually brilliant. It's a parody of other scenes where someone doesn't know what to say so they just say something they see, which is a preposterous notion. The parody is that he's saying absolutely ridiculous things and the characters don't realize it's all nonsense - just like in other movies.
The man in the California Highway Patrol uniform is Maury Hannigan, former commissioner of the agency. I remember his ending catchphrase from the show. "From the men and women of the highway patrol and state police agencies of America, thank you for watching."
