I doubt you'll ever see Jarrett in a WWE game, there's some bad blood there. He allegedly, though he has later said it didn't go down this way, wrestled his final match with them after his contract expired and made McMahon made a large sum to compete. Whether that really happened or not, one thing is for sure, McMahon didn't want him back. When they bought out WCW, McMahon did a small segment when Jarrett was on the final Nitro and fired him on the air.

Because they'd have to pay the wrestler and/or their family if the wrestler's deceased for use of their likeness and their name. Especially if it's someone we know who will never, ever be in a game again like Owen Hart (his widow Martha would have to die first, despite the Hart of Gold DVD and Owen being seen in video packages for Stone Cold's Showcase mode on 2k16, since she's not a wrestling fan and rightfully blames WWE's stupidity and workplace negligence for Owen's death) or a certain "Rabid Wolverine" whose been redacted due to the murder-suicide.

How do you figure they would have to pay any one? The characters wouldn't be created the names would be in a list and the music in there list. Acclaim had a massive list of names first and last and nicknames. It was up to the person creating the character to put it all together. The wwf owns the music as well for a majority of the guys too. Even if they wanted to creat the character the could easily use nicknames like the Japanese games do and allow buyers to edit the names and characters. The road warriors and more legends are in plenty of Japanese games under different names etc.
