Animators admitted they did take some inspiration from Nazi German when it came to animating some scenes with Scar and tried not to name drop. Some did. The starvation of the hyenas is an idea that despite how much you promise things, people are still going to die because you're just using them. Hitler named his government anything he felt like... Much like countries who decide to insist they're democratic/socialist without having any policies. It's an animated movie. All we know is the majority of animals, both herbivores and carnivores are starving. It's an absolute monarchy, which is where Claudius from Hamlet comes back in... the original blue print.
