This is absolutely the kind of commander I wanted to see come out of CL. Not that annoying Lotus which is just a box purchaser in itself. A very limited amount of mana burn creatures like this, in similar colors, sounds like a great new mechanic

I've slapped a deck together for this guy. Instead of only X spells (Still have my fav 3, comet storm | exsanguinate | torment of hailfire) I'm using creatures and enchantments that can be used for mana dumping like Helix Pinnacle. I also used an enchantress subtheme for card draw. If this doesn't work, I like your idea of using discard to limit opponents.

I think that is a solid plan as well. Mana sinks are never a bad option. Also I really dig the non-white enchantress theme, thats awesome!

Made this exact deck, the only thing to mention is you will need creatures to defend you from/ deal with your opponents creatures since they will have that abundance of mana to use aswell, and discard is not that big of a need in this deck. Needless to say last game i had 4x mana and nuked the board for 74 dmg.

I found another combo for Yurlok earlier. (Yurlok + Seeker of Skybreak + Rings of Brighthearth) This combo will fill your opponents' mana pools with as much mana as you want, while netting you no mana so you don't also die to Yurlok's mana burn.

Am I reading war's toil wrong or something? Everyone says put it in this deck but it doesn't have them tap the lands down for mana it just taps them down....right?

Yeah thats right, so its more of an annoyance rather than forced mana. As soon as they tap 1 land for mana, they need to tap any other land for mana while the War's toll trigger is on the stack. And then all their remaining lands become tapped. It really is more to mess with them, than for the mana burn part. That being War's toll shuts down any White and Blue instant speed tricks because Yurlok only give BRG, so if all their lands are tapped they can't use that mana.
