In positive cycle, once Z1 becomes forward bias (i.e. after +0.8v), it will act as a short circuit across the AC source. Hence, it will not allow the voltage to rise up beyond +0.8V no matter what voltage AC source is outputting. Hence, the clipping action.
In the current circuit, both Zeners will never reach their Vz no matter what voltage is set on the AC source. In this configuration, they are in fact acting as simple diodes (and not Zeners). If you want them to reach their Vz, connect them in series with opposite polarities.
