The tooltip didn't say anything about that so its quite unexpected. I was able to get them + Hungary for free after dismantling the HRE and removing the rivalry. But it did a LOT of birding
Nice trick i learnt when transferring occupancy of provinces, if you hold down shift and select all the provinces you want to give to a subject, then hit the transfer button it will do them all instead of having to do it 1 by 1

this strat is actually harder and more RNG rage inducing than just the normal merc/block sea route. After 8+ tries i got them to declare on me, took the papal asshat almost 18months to intervene and then the ottomans fought 5 nations outnumbered 5 to 1 to a standstill. B.S.
If you want to release a country, you should check whether it's in the same culture group, not the same culture, to be precise. If it had been French, Norman, Occitan etc. instead of Gascon, it would have worked. But Basque, according to the game, is within the Iberian culture group, therefore you couldn't release Gascony.
You can also do rush to kill a little bit aragon ans puppet, form france make aragon core all iberia and form netherlands, i did it and it is utterly broken with good army cuz of french idea and smei colonist, but i was sooo low on adm point cuz of estating de estating etc
Choose go with the empower and immediately fight improper after incident starts, France will declare on you, then you will fight an additional defense war against France meanwhile with emporer as well
