I'm pretty sure you can disable foot traffic on roads using TMPE. Might have the mod wrong but I know I've turned off pedestrian foot traffic on roundabouts to force use of path overpasses.
For years I have searched for someone skilled who builds a contemporary (no cyberpunk futuristic) Japanese city in Cities Skylines with commentary. And it seems you fullfill this role. I know it is an old video, but I've only found this video now. I am looking forward to follow this project.

Secondly I wanted to point out the part that you spoke about, the abandon warehouses opposite of the Arch. There is actually a massive redevelopment project going through approvals. It will be great for the city, but my old rave warehouses will be lost :(. Of course we can't have raves there like the 90s/00s. As "abandoned" as that area it is it sure has a lot of really cool things to see. Do so with caution though, some of those steps and floors are not safe these days.
What an epic finish to Viridian City. If you use the Parkify mod you could place some park people generators around the shrines by the path of the forest to get people walking there.
Really cool idea to turn the Veridian forest into a shrine chain. It makes people walking through the forest much more believable. Also, as someone else said, maybe you can make people go there by using the blocks?
He made the mistake at the start of the series but didn't realise until he terraformed / made changes to the entire map, and he didn't want to start all over again.
No idea if you know this or not but the new prop-anarchy and tree anarchy (prop control and tree control) have a built in feature to scale them up and down, but you need to set it up in the keybinds
Something that is done in Ghost of Tsushima, is that the Shinto gates (Torii) show you the way to the main shrine as they are built over the path (straddled). By following the gates you end up at the shrine. So, the forest path could have the gates on the path.
I love this series and I‘ve always wondered what you do to have such good graphics? My game doesn‘t nearly look as good while having several mods installed
