Good on you East Africa congratulations with all the works going on, you don"t have to talk negative about other regions, things change at different pace, there is major projects going on in the southern, time will tell, the best thing you should have done is just show the good developments and NOT compare with other regions.
Don't be in such a hurry to develope. You need a goal and a plan before you do anything, and building a country takes time, as what you build today you will be stuck with for centuries so careful what build. Eg the Chinese have a plan it's called The Silk Road which is a trade route/s around the planet and they are building their country based on that with roads, bridges, ports etc.
And I don't think they have that kind of money for cloud seeding. They need to install more dams and improve their rain harvesting techniques which should be low tech and low cost.

The south needs to have better tax incentives in place to capture as much value from their raw materials exports, but also low enough taxes to encourage people to venture into entrepreneurship. It's the way forward.
