There really is no competition in the USA. The government protects the few players, just enough players to satisfy demand, not enough to compete. The companies have the regulators captured so the regulations match what they want to build.

Dare I bring it up? Regulation. Here in Europe, there is infinitely more health & safety, working conditions and environmental regulations than there are Stateside. All that regulation inspires creatively, it doesn't repress it. I left Chicago for a one year overseas gig 32 years ago. I've seen it over and over again. Stateside, the Democrats come in and set regulations, the Republicans come in and remove them. How can manufacturers evolve under such conditions?

This really goes to show that anything that gets funded by tax money should be under public authority. Giving private companies tax money for innovation is fine and dandy but all the applications should be dealt inside government agencies if it's taxpayers money going in there.

You need to investigate the people who wrote that report, and check if they had any stock in MNP at the time or if they received any benefit at all from writing a favorable report to MNP. Maybe the report writers show a new job at MNP on their LinkedIn profile in what I'm sure is a pure coincidence? Follow the money and publicly expose the corruption all the way down, and then submit the evidence to whatever Canada calls their Federal Attorney General's office and their FBI equivalent.

I'm just a poor, crippled, redneck from small-town USA, but this sounds like the perfect opportunity to get as many companies together as possible and file a class action lawsuit alleging gross mismanagement of government funds. Not sure how the law works up there Canada way, but that seems to be the best way to get the government's attention. With luck and excellent attorneys, it may even fix the problem. That said, I wouldn't hold my breath on that score, but it'd be damn nice.

It's the NDP way . They change ICBC to a no fault insurance . So I have a steering tire blow on a truck I am driving and all I am 100% responsible for damages to the truck . Also it won't affect my personal insurance unless it happens again . Then my insurance on my personal vehicle will have a 100% surcharge added to it . I call a couple of lawyers and they can't go after ICBC unless I am charged with a criminal offense . So now I am stumbling through ICBCs dispute Chanel. I wonder how that will turn out ?

The clowns who reviewed this didn't read, didn't understand, or didn't care what you sent, and sent you a "Default Response". They ignored the issues and answered the questions provided by their boss, so it is "Not an issue". The government is bucking their work onto MNP (who make profit). how? it's the government's job to review and approve the applications, witch apparently have a 78.81% Failure rate, and of the 21.19% successful applications one third was MNP (who make profit) with 43.48% success rate. why? '151 instances of, why should the government do this work, let them do more work', it saves them from hiring more workers, more workers=more costs=less for them, as long as they're not paying for it, they don't care. Of 151 119 failed, I want to know why? errors on the 119 applications? 119 applicants not truthful? Could it be because it costs the government money to pay the people who are reviewing these, and the grants?

The real, final question here is why the hell administration of a government program is being outsourced this heavily at all. I would understand asking local industry or universities to comment on the technical merits of proposals, but there’s no way the BC government is running out of paper-pushers.

This has to be made widespread public. In the US, file sharing across different teams for government contractors is often forbidden, so as to force competitive designs from the same company. To have administrators with file access to both the reports and the reviews is criminal.

You didn't mention the fee MNP charges as a matter of a percentage of the total amount of the grant application. I have my own suspicions; In the federal Carbon Tax structure, citizens outside of British Columbia get some, if not most or all of their carbon tax liability returned to them. We in BC are part of the provincial NDP's carbon tax program, and none of the tax revenues collected are rebated to us citizens in a similar way. Perhaps the 'green' grant initiative proposed by the NDP government and implemented through the Ministry of Energy, Mines and Low Carbon Innovation, the Honorable Josie Osborne's portfolio, gets their grant monies from the carbon tax revenues we pay. And (perhaps) MNP's fee for service structure is their way of grifting some of those funds off the top for themselves, all with the blessings of Josie Osborne's administration. This result should be thrown right back at the BC NDP government and efforts made to keep a spotlight shining on this sceme. To my mind, it smells like a corruption that no political party going into a fall election cycle really wants people investigating.
