I think WR1 and Jet Upper should be in the discussion as well. Given the defensive utility and damage they do for combos. Although other noted tools would be DB3, D4, and hatchet since they open up your opponents. In snake eyes, F2,1,2,3,2 should also be in your kit. It's free damage since opponents have a hard time punishing it due to the pushback and being -10. You can step after the 3, and if the 3 is counterhit, you get a free taunt. Then, the 2 at the end activates the wall hazards to get a combo out of it.
