Personally I think some devils fruits are compatible with each other, if u count the devils inside the fruits theory, some devils might have similar personalities and get along well showing some devil fruits are compatible

Joyboy's Silloete looked like Charlotte Oven, Luffy has paramecia like and zoan like awakening already and his last will have him take on a Logia type form and abilities by having him turn into a literal flame man with abilities of all devil fruit classes while Blackbeard needs 3 devil fruits to do what the Hito Hito no mi model Sungod can do alone

Something that just came to mind is the fact that fluffy according to prophecy is supposed to destroy the Fishman Island. Maybe fishmen originally were above or at least closer toward the surface of the ocean. And Luffy (Being Joyboy), is destined to revert the see levels and bring the fishman island to the surface.
