what I do not understand is why the cop had to tell the person who hit the guy to get out of the road and stay over there so many times. you would online have to tell me once in that situation and I would be like yes sir I dont want to be anywhere near that shit. they must have been dumb too.

The guy in the white shirt screamed "He hit my car!"....so...maybe he wasn't just some random guy after all? No, he shouldn't have been walking up and screaming like that, but TBH, I wouldn't be too happy if some crankshaft just clipped the front of my car...so...
I personally think this one thing, how do we know that the suspect was about to drive into the officer for sure what if he was going to just evade quickly and go around the officer, would this really hold up in court with the officer getting off scot free? If I sound stupid, please educate me. Im open minded.

You can't risk some random already known to be dangerous perp to just peel away with a hostage. The cop very likely saved that woman's life from some car accident the perp was certainly on his way to causing (again).
