My answer is this: for your 1st question it is recommended that the fuel tank has fuel up to 1/3 (and not less), while for your 2nd question you can unreservedly add additional sealing material as long as it is suitable for this work.

There is no OEM part number just for the fuel filter. The fuel filter comes with the fuel pump and the part number is OEM 23220-22120. Now as for the Chinese fuel filters I haven't tried them and don't know how reliable they are. What I did with my filter was to clean it with WD-40 and that way all the dirt that was in it was gone. So simple!

I don't think that's the filter that's the screen the filter is the whole plastic part that the pump and everything fits into you might want to check on that
This is the fuel filter shown in the picture. The only difference is that Toyota sells it together with the plastic container that the filter is attached to. Toyota does not sell the filter separately
