No, Mkleo just had a good streak, and had a different play style that people hadn't adapted to yet. Marth is basically mostly like pre-patch, except for a little extra damage and barely more range.
Despite Pug getting dumpstered in that second game, you can still see the sigh of relief from Elegant. He knew the threat of Marth (pretty sure he played Leo a few weeks before in grands and lost 3-0).
Probably sarcasm, but in a tournament this stacked even 33rd is crazy good. Luigi is an incredible character and his Cyclone is probably one of the best edgeguarding tools in the game, and Elegant is known for often obliterating top players. As shown here.

Actually, it's an autolink angle, which means the opponent is fired in whatever direction Luigi is moving during the cyclone, unlike Meta Knight's neutral B which always fires the opponent in a specific direction (in that case, up). It takes a skilled Luigi who knows how to not get punished by a recovery with I-frames stage spiking him in order to pull off a gimp with it. If you think it's unfair, then Falcon/Ganon/Mewtwo/Charizard, etc. Dairs are unfair. 😉
