Cecil can't read the ancient language, but Cecil can read the community calendar. Cecil is the voice of night vale, and if something is part of his job as the town's voice, then he can and will do it, regardless of silly things like not knowing how to do that and physical impossibly.

Spoilers for future episodes! I really like this one. It's one of the first times we see Cecil go against the general populaces opinion. He specifically mentions not just Hannah but also that people who need wheelchairs are suffering as a result of this We later find out he has a niece who needs a wheelchair who goes to this school
