Check out my comment (just added), and watch out for your school buses doing the "stop-and-pop". Syracuse was asking for community feed back on school bus cameras a few months ago. Theory 1: wicked bad driver, and school bus driver not allegedly going by the book on their procedures. Theory 2: Staged event, to drum up support for the cameras they were looking into a few months ago. Just a couple of theories.

The title may be exaggerated, but it's still completely illegal to pass a school bus on the right when either the amber or red warning lights are flashing. Why is the driver passing on the right to begin with? And on residential streets, no less. There are also plenty of videos that show kids having to dodge idiot drivers.

​@SchoolBusStop-ArmAudit Why would they need to stage a situation that happens millions of time across US every year? Our district installed cameras after someone plowed into a line of kids that were boarding, killing a boy instantly and another who died in the PICU hours later. Over the first month they recorded over 200 instances.

Not sure if you will get this because they keep pulling my well detailed thread on operating proceedures that were not being followed. It has to do with Perception Reaction Times, and not the proper amount being given on the approach, as well as when the stop is established. Yes there are bad drivers out there, but that is only half of the equation. Your State General Assembly passes these law to allow private vendors to equip cameras at no cost, and make hand over fist in revenue capture, but no avenue for the ticketed person to fight as a civil penalty (system stacked against). Here is an analogy...A traffic light is programmed to give you 400 ft of line-of-sight, suspended over every lane in multi-lane situations, and is fixed in place with a programmable logic control to be exacting; However, a school bus is only required by CDL not Law in NY to give you 300 ft of amber light notice, is moving (so you have two points closing a gap at two speeds), and is controlled by the operator manually. The NY CDL Manual States that that door isn't to open until all vehicle are at a stop, but that bus did a Pop-and-Stop. if you want to read more check out NY VTL 1174 and VTL 1174.1, NY CDL 10.2.1, NY CDL 2.6.1 (and figure 2.11). Watch out for the "Stop and Pop". By the way the NTSB data on 43 million illegal passes is garbage, because every State has a different requirement for stoppage, some not updated for decades or with current traffic engineering operator specifications. Did your area tell you where the highest ticket areas are, and if they made a plan with engineering to evaluate the design of the road for improvement....probably not.
