Join the CSIS International Security Program for the 2024 Global Security Forum on Wednesday, April 24, 2024. As CSIS's flagship annual security conference, the Forum convenes leaders from the defense and national security communities to discuss the top security challenges facing the country and the world. This year's conference will feature keynote discussions with General Charles Q. Brown, Jr., Chairman of the Joint Chiefs of Staff, and the Honorable Avril Haines, Director of National Intelligence.
The theme of the 2024 Global Security Forum is "Gathering Strength in a Gathering Storm." Speakers will address how the United States can muster its strengths to counter multiple global challenges, posture for uncertainty, and prepare U.S. forces to deter and defeat aggression.
This year's Forum will also feature conversations with senior leaders from the government, military, private sector, and think tank community.
The conference will be held at CSIS headquarters and virtually. Further details on the schedule, participants, and registration will be updated below in the leadup to the Forum in April.

Listen to more Savatage; think or pray about strategies on how to stop the bleeding. Thoughts > prayers. However if you pray for your survival you will regret the outcome. I am sorry in advance at how much death I've seen. Fast = acceptable. However. I'd argue that if it's ordered...you won't like it. Normal people won't do what I've done.

The problem with cheap or directed energy defense systems is that you deploy the expensive defense solution first, because it is long range. Once you decide to omit the expensive intercept, you have to hope for the cheaper solution to do the job, actively putting your men at risk.

Agreed, but when the threat is a mass drone attack there isn't really a long-range defense. I think the proposal is to keep the present layered defense against current threats, and directed energy as a point-defense.

We need to incentivize the practical use of technology instead of letting it be monopolized and underutilized due to poor corporate oversight, hedge fund tactics, and profit-driven incentives. By redefining how we measure economic impact and restructuring political and regulatory frameworks, we can promote the growth of technologies that not only provide defense but also drive meaningful and sustainable progress for society. It would be a system Patch/redesign, Need to create a culture that fosters and embodies the norms that apply to a scalable reality.

We have through 80 years of capitalism and consumerism. The western world has profited from the most peaceful time in our modern history. The 3rd world countries have mostly been trying to work with us to improve their economics and living standards. It’s just a handful of nations who will/have not accept the new world order and would rather see things evolve in their favour based on religion, historical claims and vertical of power.

Mr. LaPlante sounds as if he could use a rich king in the mix. Mr. Brose sounds as if he is discussing weapons systems in search of missions. As a student of wars past, and warehouser of ideas before and after their time, one never can anticipate exactly what one may need. Black Sea gives this “ya never know” idea some heft. Please explain when relevant. This is not the forum. Also, someone wanted to cite Secretary Rumsfeld’s most famous comment. He listed 3 options but left out my specialty - unknown knowns (things people know but don’t know they know).

The history of government funding is largely that of limited duration, typically the low end of single digit years. That works well for control of expenditure. As complexity increases, driven by technology improvements that drive more tactical and strategic choices, more time is required for effective solutions. More time drives the need for longer appropriation horizons. Congress as a whole doesn’t recognize this dilemma to date.

Is DoD depending only on the existing defense industry for weapon system innovation, or have they reached out to universities and non-defense industries to solve some of these novel problems? Has DoD held any open competitions or offered any open prizes? I'm seeing a lot of old guys on these panels. The aged are usually associated with wisdom, not with creativity.

Brose may be the only panel member that actually has a slight grasp on the critically urgent and desperate situation of US defense. The primary reason is static defense is once again no longer viable as strategy. This has occurred multiple times throughout history. For example, 15th century fall of Constantinople and the Byzantine Empire with it, by way of immense cannon bombardment, signaled the coming end of castles and walls, as viable static defenses, against prepared enemies. Moving on... All I ever hear about as prime example of ideal wartime production is the US mobilization in WW2, when this example is a complete illusion. The continental US, its factories and its massive resource reserves were out of range for any major power in WW2. This makes scaling up a straightforward operation, especially with pioneers of industry (like Ford, and others) to provide expertise. All of those advantages, yet the US did not achieve enough production to properly supply its forces until 1944, and it almost had both naval and air supremacy against comparatively small enemies. The real example we need to look at, the one that will represent what will actually happen in the next war is, ironically, that of the Soviet Union during WW2. There will be a period of continuous losses, continual retreat to our core territories, and numerous isolated strategic points under siege. While we attempt to re-organize our entire national production to a "wartime footing", and secure the necessary resources to run them. Let us pretend that WW3 will start June 6th 2024 (80 years since our finest hour), and our enemies use only non-nuclear weaponry: During the initial stages of WW3, we will see the US lose OPTIMISTICALLY, 1/3rd of its current continental production capability ( we would lose all foreign production beyond the North and Central American zones). Over 2/3rds of our physical territory and strategic resources will be immediately contested by enemy fires, and therefore unavailable for production. The majority of US Naval units would be immediately engaged, even if they survive the FIRST WEEK of battles, they would suffer equipment losses that will take YEARS to replace. Almost every American west of the Mississippi would lose consistent internet, phone, and electrical power. They are going to destroy almost all satellite communications, as well. The incompetent owners behind Big Defense companies (DIB) will have executed pre-planned capital flight operations to move their executive headquarters to neutral locations by that point. This will be the first positive of the war. We will nationalize their assets and finally take back what they have stolen from our military. We are almost 30 days in, and for the first time in over two centuries, July 4th will once again have true meaning for Americans, as we begin to understand what it feels like to have our freedom and independence put in serious jeopardy. I only wish it does not have to come to that before this nation opens its eyes to the truth. If we citizens continue allowing the plundering of our nation by purely profit-seeking interests, we are doomed to suffer the same troubles faced by the founders of the nation, with far more casualties than I believe we can bear today. Unfortunately we will have no one to blame, but ourselves.

While I don't agree with everything in this post the complete plundering by the US military industrial complex is and has been a big problem for years. However it is the desire for profit that motivates these companies to invent and produce so many of the high tech weapons that the US has become known for. Roosevelt was able to mobilize US industrial capability so effectively because he basically reached a deal with the business/manufacturing sector by allowing them to make a profit from selling weapons. They just wanted to avoid being accused of war-time profiteering like they were after WW1, which to be fair they totally were guilty of.
