E: This is a bit rambly video with a lot of "nice to know" but less applicable stuff. I'd suggest checking the pinned video instead.
I've seen a couple of different ways of measuring wind in YTs arma 3 sniping tutorials. Let's see what they're about.
CONCLUSION:
The crosswind has proven to be the most accurate way to measure wind for me and I will prioritize using it whenever possible (= I've enough time to measure it).
For shorter distances using the "true/full wind speed" with clock direction will be accurate enough and far quicker.
The second wind speed is for gusts as mentioned in atragmx's guide (link to which is also in ace3's wiki page). However, gusts in ace 3 are not a thing (ACE Version 3.12.6 or older at least) so you don't really need it for that purpose.
You can use the 2nd wind speed also for getting idea how big difference will certain change in wind cause for certain distance. Exactly what I did with crosswind at 1549 meters: Difference of 0,1 m/s in crosswind at that distance and ammo type meant difference of around 0,1 mills

Recorded one version already but it ended up being 30 mins and ended up lacking a common thread while I brought up the majority of the relevant topics. I feel like it conveys the message better docs.google.com/document/d/1S4AnHPNLhvb5ii5AXP_DlIgvo7q85BXrioOG1367jHk/edit?usp=sharing - - - - - One thing I didn't know back when recording this video was that when ignoring the effect of the terrain shapes or objects, the measurable (=sensable) wind increases logarithmically depending on the altitude Above Terrain Level until 20 meters. However, this measurable value isn't the one which ace uses to stimulate the shot. You need the absolute, "true" wind speed (measurable at 20 m ATL) In practice this means that whenever you measure a wind value while on top of a hill, for instance, the wind you are able to measure is incorrect for Atrags' calculations. Even if you measure it with the accurate direction. As a quick fix, if you're proning and facing the wind without factors obstructing the measurement, you get a value close to the true crosswind by dividing your measurements with 0.6. I know, it sounds random but it works. If you're "behind"the hill from the perspective of the wind, well, tough luck. Try better positioning next time :D Might make a vid about this later

What an eagle eye. Not that it changes the resulted crosswind, though. Check the top comment. If you like sniping related documents, there's one more. And I'd claim it has some stuff you haven't read about just yet, as it's all relatively experimental, yet applicable.

thank you for explaining how to use the kestrel but isn't the latitude of Altis 35? Your is set to 40 do we just round it up?

So, I went and double checked this, and yes, it's 40. Easy double check is the variable "ACE_common_mapLatitude" on debug console. I tend to round things the minimum, especially in my videos haha. In the default case the latitude can be obtained from configs like here which would result in 35.152 as you said. github.com/acemod/ACE3/blob/master/addons/common/functions/fnc_getMGRSdata.sqf#L25 ACE, however, has redefined some latitudes. They are "listed" here (link) and the function is also called in getMGRSdata above at line 28, and the data gets overwritten by values given by getMapData. github.com/acemod/ACE3/blob/master/addons/common/functions/fnc_getMapData.sqf#L25

You can enable/disable them from the settings of the device(bottom right corner when you have it open ingame). Haven't played arma in a couple of months, but if my memory serves me right, you don't have to take them into account separately or ace does it for you: Elev_abs=Elev_hold+Elev_cor and for wind Wind_abs=Wind_hold+wind_cor+wind_spin
