Everyone misses the point of Sundowner, which is funny since he tells it straight to your face. Specifically in the "I'm very in touch with my inner child" line. Every single thing he says or does is in the form of a violence abusing, cruel child. Watch every scene he's in with this in mind and you will see it. it's especially obvious in the train scene in the first level. And in the final fight with him, his weapon is a giant scissor and his shield is literally the "everything proof shield" that asshole kids use to ruin the fun for everyone when they play in the playground. He even refers to it as such with the "I'm fucking invincible" line. Plus, he plays unfair (helicopters and soldiers join the fight).

There are outtakes guys and you can edit those out. Even Leslie Nielsen, who was probably one of the best actors at dead pan comedy, was breaking character when they were shooting Naked Gun.
