Sir, Can you please post something related to general technical specifications or regulations related to Windlass and mooring winches. Also, class survey and specific checks carry out on these during drydock.
So far, I have come across two reasons, one is that ad per the equipment number which calculated by a formula, the length of the cable required is calculated, if the number of shackles are odd number then one side is higher, if even the it is same on both sides. Second is read was about carrying a spare shackle, as storage otherwise in forecastle would be difficult... I would suggest you read #myseatime blog explanation to check out the formula.

Twist is created when the vessel turns while at Anchor. The swivel turn while the anchor was on the sea bed, causing the twist. Or it could because of the piling up of Anchor chain over Anchor when lowering. Sometimes it doesn't fall of the inertia required to move the anchor is more the weight of the anchor. It can happen due to stuck brake, excessive rust on gypsy wheel etc
