Because she doesn't want to enact sanctions that would hurt the US citizen? Not a fan of Yellen at all, but sanctions are sometimes not good for America. Also, Russia has figured out how to sell its oil outside of the US sanctions. Finally, Europe needs their oil.

@@Kelpie-sb5bi You may believe this to be true. BUT, it is originally Russian oil transported to refineries in India, from there, on to EU Member States. President Erdogan, similarly sells Russian oil to EU Member States. AND I suggest, you research Russian LNG being transported to EU Member States.
