I think I get what they're saying, though. The IMF lends money to governments, who then in turn invest that money in their countries. The money is then recouped through taxation. This is a centralised way of doing it, that they're calling socialism (it isn't, strictly speaking). They're (I assume) in favour of a decentralised model of investment, with investment coming directly from the 'free market'.

The IMF are the biggest NeoLiberal organisation on the Planet when they tell you you've gone too far in screwing over your population with lowered services and income inequality you've really gone too far. We borrowed 130 billion last year as it was Truss's tax cuts would have added another 100 billion to the very wealthy.
