Fiona is one of those units who would be great in a format where the mastery skills aren't as powerful. But because that isn't the reality she is living in, she is quite unfortunate in this series. She has very nice defensive stats on both ends and amazing recovery with Imbue/Renewal giving her almost half of her HP back each turn. The problem is the aforementioned mastery skills and her bad HP. Even if a mastery doesn't have good damage potential (something like Ire or Sol), her low HP makes it more consistent of a one-shot against her. And because she is a Silver Knight, there are a plethora of effective weapons against her giving units that wouldn't have much of a chance against her a huge boost in their favor (Units like Nephenee who don't have much in the way of Str). The other issue with her is that she doesn't have the best accuracy with her low Skl and just average Lck, the former getting a slight buff in the patch. This not only is an issue for her hit rate, but it also affects how often she can proc Sol, which with her low Str, which was also buffed in the patch, is sorely needed for her to do significant damage in her fights.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.
For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
