Judging by the surrounding lyrics, you can pretty much rule out the love ultimately failing, or him forcing or abusing her into any situation. The second scenario sounds the most feasible. Warm water is soothing. It's peaceful to her soul, and she wants more of that. She wants to be submerged. That's how I see it. I hear this song, and I hope to find a love that I could drown in.
