I think they can not risk making tournaments during the war in Ukraine. They risk people realizing, they are on the other side of the fence.

Regarding international tournaments, one way to do it would be to have the teams battle it out regionally, then have a certain number of the top teams from each region flown out to a LAN tournament location similar to other e-sports.
