We'll go through the best 55+ retirement communities by price range from 200k all the way to 500k plus. The best place to retire in Arizona in 2021 depends on you! I am not here to tell you which one is ultimately the best, but I will break down each community, their costs, location, and amenities for you to decide which one fits your situation best.
Phoenix, Arizona has plenty of 55+ retirement communities and neighborhoods all across the valley which makes deciding on the right one a difficult choice. As a real estate agent in the valley, I have come across many of these communities, so I decided to breakdown which of the retirement communities are the best in each price range. I included all the important amenities and their costs especially golf. Joining a club in a 55+ community is a great way to stay active and make new friends, so I made sure to talk about which retirement communities provide clubs, fun classes, and educational meetings.
Here are the links to every community for you to research for yourself:

You left out Sun Lakes. My mother lived there until she died in 2013 and we loved Sun Lakes. I hope that you will look at it. I stayed with my mom when she needed help so she could stay in her home. I worked in Tempe and being close to 10 it was an fairly easy commute. Chandler has great restaurants and is close. Sun Lakes has the older section. My mom lived in Oakdale which was the newer section. I was disappointed that you didn't mention how great Sun Lakes is. Maybe it has changed since 2013 when my mother died.

Mirabella would have been a good idea anywhere but ASU. I wish there was cheaper 55 communities without all the added fees. I don’t care about all the amenities. Just peaceful quiet living.

I don't want the heat and would prefer places like Flagstaff but that's just me. If you haven't experienced that desert heat, you should try it out before you make such a big decision. I lived in Tucson for a year and I personally don't need that heat and find it very uncomfortable. Can't enjoy the outdoors. Not like other places with a reasonable temperature that allows you to really enjoy the same things that places Phoenix offer

Where does Pebble Creek fit in here?

Better have $600,000 too spend on a house if you move anywhere in Arizona.

Aren't these communities mostly built up and sold out (except some newer areas of Pebble Creek)? Are these prices for used homes?

Yes most are already built, but there are plenty of resales happening in all of them, and a few are still building where they can like Vistancia and PebbleCreek. But even communities that are only a few years old have resales happening regularly.
