I like the reference to Television. Both electronic and mechanical systems were making progress at the time. I suspect some people actually believed it could be used to spy on people even if a camera wasn't used, just picking up images from the air. It's an early version of modern fears concerning privacy.
This one is messed-up. Wrong date? An old, unfinished cartoon that the Fleischers slapped together due to a production pinch? Something like that. Bimbo looks to be about halfway evolved from his original form as Fitz (Koko's dog), which was a regression from his usual appearance in 1932. Betty looks and sounds nothing like herself, except for a brief bit at the 5 minute mark.
