You dont even need a lawyer. File a suit all on your own. You got her on 1. Harassment. 2. Defamation with civil damage(potential eviction) 3. Slander (telling neighbors falsehoods with malice) Those are easy to prove. Then report the crime of impersonating a law officer which is a felony.
