The statement about "the people of the Americas" is referring to people in countries that are republics that are in the western hemisphere, including North America, South America, Central America, and surrounding island nations. The organization started in 1890 as the International Union of American Republics and is now called the Organization of American States, as of 1948. On 9/11/2001, the OAS adopted the Inter-American Democratic Charter designed to strengthen and preserve representative democracy in the hemisphere. Article 1 of that document contains the quote that you posted. If you would read the actual U.S. Constitution, you would find that it does not contain the word "democracy" anywhere in it.
