The reason why Omar is so legendary is that he is both brave and smart.Before doing a job, he sits down and makes plans, and watches for days.He doesn't rush to reach his goal like other stupid.

Remember when he was posted up in a quite honestly decent vacant with Renaldo after his reputation and skillset improved?(season 4 I believe?) I guess it was could also be one of the many progressions of the environment throughout the show
They can't prove it and are well aware that he knows they know... meaning if he's talking to them willingly, he already confidently destroyed any evidence. He's too careful... so there's no point in even trying to come down on him for it. They also know he's the lesser of many evils out there. Omar's supposed to be some kind of super-elusive mastermind but he's always going out for small quantities of food and cigarettes. There's probably more scenes of him buying stuff from corner stores than any other character in the series. And literally the only person who ever notices is Kennard, lol
