Dissolve is always a great budget counterspell. Allows you to set up your next draw and straight counters a spell without a drawback of them paying mana etc. Overall an interesting budget. Also maybe a one of of Aetherling is something to think about. Very hard to get rid of if it sticks.
This deck is less than 20 tickets now and is a BLAST to play. Have any new cards come out that would serve to update it? The new Mission Briefing looks pretty promising.

I've got a build similar to this that runs 4 delver and 2 things and is right around $70. I really like this build for a $40 budget. Don't know if you've considered it, but peek is a fantastic option in a deck like this as you can see what you need to counter. Maybe swap the think twice?

Could you maybe do like a less budget mono blue fairies or/and gameplay of the elementals deck as i am debating making it but i would like to see gameplay. Thanks!
What do you think of strategic planning in the deck. It puts cards into the graveyard which could help summon cryptic serpent and flip curious homunculous
the deck can easily go Black Blue, White Blue OR Black White Blue. I personal would go Black Blue because there is better removal and late game win conditions. (Germog Angler being one)
Hey, if i Have some torrential gearhulk should i just swap it for one serpent? And What would you suggest to take out for 1 snapcaster? And does Crush the tentacles work here? Thanks for the videos :)
I’m a college student and I’m always on a budget. But I need a deck. I have cards just, can’t make a deck that seems to work. I’ve heard of paupers are they cheap? 😭😂
was thinking the same. but sometimes you have to choose between a land or with anticipate. this let you bury a card, get a spell and put a land on on top so you dont miss a mana drop.
I want to get into modern with a deck like this (I just seem to gravitate towards it). However, I've been reading that blue is awful in modern and it's all about black and white for control. Is this a true statement or am I being trolled? Btw, I'm not looking to go to any crazy tournaments. Just want to play for fun but winning games would be nice haha
If you are looking for a deck for fun then yah get this deck! In super competitive modern sure White and Black are more common for control. But I recommend you play what you like.
Cut think twice, for Glimmer of genius. The homunculos is awful in this type of deck, cut it and add more counters, or engulf the shore. And ditch the cryptic serpent, replace with Syphinx of Jwar isle. PS. Mono blue control is dogshit, without vedalken shackels, snappy, and Torrential I've found, is actually good in modern. Good job though, considering your budget.
+Ryan Field nope. In Magic you can have a max of 4 copy’s is any card no mater it’s rarity. The one exception is basic lands. You can have as many basic lands as you wish.
I think mine is better. I just built it last week things of Delver is it's name and only so far folds to token and elves. It's a little pricey though still budget but closer to 100 rewind is a good late game card as well just saying. subscribe to my channel if you want to see it. it will be posted very soon
