The man shot him with a desert eagle chambered in .50 Action Express, three times, in a shot placement that would have had a 100% mortality rate at that caliber. Since supes don't exist in the real world we don't have laws around this, but, I would imagine this would not be charged as murder considering the man fully intended on murdering him for what, harassment at best? Also keep in mind this wasn't the first time he tried to murder him.

But yeah Butcher killed him when he really didn't have too, and Gunpowder had no involvement in Soldier Boy's betrayel so he may have found that out.

Crimson Countess did sell him to the Russians. But I don't think Soldier Boy himself is the weapon. I think Crimson Countess was probably the only one who knew about the "weapon". Or his weakness. Or whatever it is. But they're pretty using Soldier Boy now to go against Homelander and Neuman now.
