There are 2 types. %abundance which can't go above 100% and relative abundance which doesn't have to add up to 100 as it is not a percentage.

Work out moles first moles = conc * vol (in dm^3) = 4.25*10^-3 then use avogadro number to work out number of particles - moles * Av No. = 4.25*10-3 * 6.023*10^23 = 2.56*10^21 particles of OH- ions.

It more than likely will be. Worth checking your specification though.
