I think these Peacekeepers may be secret rebels. I think they could be trying to subtly give the people watching in the districts a basic understanding of how to fight and also how Peacekeepers have been trained so they know how they work in combat giving the people a slight advantage.

This wasn't in the movie. Lions gate (the company who produced the hunger games movie series) contacted various youtubers to collab and make these short "Capitol TV" clips so there are videos for all the district.
