Tartarus itself wasn't a part of the Underworld but it was a bit like a maximum security prison for the worst of the worst. Those thrown into it were expected to never be able to leave and included some of the worst enemies of the gods who, being immortal, could not be contained any other way reliably.

There's a movie called Dogma where two angels get exiled out of heaven, and the Catholic Church creates this archway that, if you walk through it, God forgives you for all your sins. So the two angels try to go through this Arch way so that they are cured of all their sins, but if that happens, then God's word is completely wrong and the universe will collapse within itself. In the end, let's just say that the angels don't exactly do well. Trevor made reference to two angels getting a second chance, and did not turning out well for them.
